Former judge Thomas Barland has been selected to serve as chairman of the nonpartisan board that oversees elections in Wisconsin. Barland's name was selected at random Tuesday. He replaces Tim Vocke as chairman of the Government Accountability Board. The board is comprised of six former judges. Barland has been a member of the board since 2009, and served as its chairman in 2011. Barland is a former Republican state representative who served in the early 1960s before serving as a judge in Eau Claire County from 1967 until his retirement in 2000. The Government Accountability Board works with local election clerks on administering elections and investigating potential ethics violations.
