MADISON (WKOW) -- Officers arrested a man who was "picking fights" with people at a Madison restaurant early Thursday morning, according to the Madison Police Department.
Philemon Dillard, 46, was seen throwing punches at someone inside Pizza Di Roma on State Street just after 1 a.m.
Dillard was arrested for battery and disorderly conduct, police said.
Wednesday night, several calls were made to police regarding Dillard. Callers said he was yelling profanities at people who were passing by on State Street.
