Madison Mayor Soglin proposes $336.6 million capital budget

Madison Mayor Paul Soglin introduced his final capital budget and improvement plan Tuesday - a $336.6 million document.

The capital budget funds long-term investments, like major construction projects and improvements to city facilities. This year's budget offers some funding for new construction, but puts a bigger emphasis on planning for 2019.

Mayor Soglin listed investments in the city's transportation system, new city fleet services, affordable housing and community space, as well as sewer and storm sewer systems.

He underlined the importance of capital projects in the wake of historic flooding caused by downpours in August. Soglin said the city still needs to examine the total impact the flooding has had on Madison before it can truly commit to this budget.

"We will obviously have to either amend this year's budget or include changes for the 2020 budget," Soglin said. "In any case, it will disrupt part of the long term capital improvement plan."

In all, the plan invests more than a billion dollars in projects over the next six years.

Madison's Finance Committee will hold hearings on the capital budget Sept. 11-13. Soglin will propose an operating budget on Oct. 2, with Finance Committee hearings Oct. 9-10. The City Council will make final decisions on both budgets the week of Nov. 13.
