Madison Police lieutenant on duty during alleged sexual encounter

MADISON (WKOW) -- Records show a Madison Police lieutenant who is on paid, administrative leave after allegedly having a sexual encounter with a woman in his police squad car was on duty at the time of the incident.

A passerby videotaped the alleged tryst September 16 as it took place in the parking lot of Blain's Farm and Fleet on South Stoughton Road. After the video surfaced on social media, police officials immediately placed the involved lieutenant on leave.

At the same time, a few miles away at the Madison Police Training Center, the second day of the three-day ICS-300 Intermediate Incident Command System training was taking place.

The training's presenters were staff from Wisconsin Emergency Management.

Department Training and Exercise Specialist Kevin Wernet was not presenting at this event but is familiar with the coursework and the purpose of the training.

"Post 9/11, one of the major outcomes and lessons learned there were multiple incident management systems were used throughout the nation," Wernet says. "The federal government through FEMA (Federal Emergency Management Agency) rolled out the national incident management system and that brought consistency and structure to the systems that are used in emergency response."

"ICS-300...is a requirement for our command staff, lieutenant and above," says Madison Police spokesperson Officer Ryan Kimberley.

The lieutenant on leave was a scheduled attendee for the three-day course.

"There's a lot of activities throughout the three days," Wernet says.

The man who recorded the video of the lieutenant in his squad car in the store parking lot says the recording was made at 3:34 p.m.

The schedule for the three-day training at the department's facility remains online and shows that each day's session ends at 4 p.m.

Madison Police officials decline comment on the lieutenant's on duty status during his alleged sexual encounter.

"This is an open internal investigation," says Madison Police spokesperson Mike Malloy. "We will be unable to release any additional information at this time beyond what has already been provided. We hope to release more information once the investigation is complete," Malloy says.

The lieutenant has made no comment to 27 News.
