Madison stranger attack suspect formally charged with multiple felonies

The man accused of a string of attacksin Madison was in Dane County Court Friday where he faces four felonies and three misdemeanors, a criminal complaint shows.

Luis Ruiz-Ugalde faces charges of sexual assault of a child under 16,attempted sexual assault of a child under 16, lewd and lascivious behavior, burglary, fourth-degree sexual assault, attempted second-degree sexual assault, and misdemeanor battery.

A judge ordered a $100,000 cash bail.

The 26-year-old was arrested Monday night and is currently in the Dane County Jail.

At a press conference Wednesday, Police Chief Mike Koval credited witness statements with allowing police to pull the pieces together and narrow in on their suspect.

“These victims I want to laud for the fact that they had the presence of mind to do some really dynamic decision making,” said Koval. “They knew how to do self-survival techniques, and they had the capacity to make some incredible observations.”
