Madison police accuse man of homicide in deadly Packers Avenue crash

MADISON (WKOW) -- The surviving driver in a deadly Packers Avenue crash has been accused of homicide, according to the Madison Police Department.

Spokesperson Stephanie Fryer said the agency referred the charge of homicide by negligent operation of a vehicle for Michael A. Norsetter-Shiner, 39. Former Madison firefighter Rodrick Anderson, 77, died in the crash.

The crash happened Nov. 10 on Packers Avenue at the Manley Street intersection.

Fryer said a sedan -- driven by Anderson -- was turning left onto Manley Street when Norsetter-Shiner crashed into it at a high speed. Locals say speeding on that road is an ongoing issue.

A criminal complaint states Norsetter-Shiner may have been impaired at the time of the crash.

Norsetter-Shiner survived the crash, but Fryer said he remains hospitalized with serious injuries.

Anderson died at the scene.
