UPDATE (WKOW) — Milwaukee police have arrested the suspect in connection with an Amber Alert Monday night, but police are still looking for 2-year-old Noelani Robinson and believe she might be in St. Cloud, Minnesota or Ann Arbor, Michigan.
The suspect, Dariaz Higgins, police said, killed the girl’s mother and took her. Milwaukee police said authorities arrested him Wednesday afternoon in the 5200 block of North 103rd Street.
Police said a second person was also arrested with Higgins for harboring and aiding a fugitive.
If anyone has any information on the whereabouts of Noelani Robinson, please notify your local police department or call 911.
Prosecutors filed a criminal complaint Tuesday charging Higgins with first-degree intentional homicide and first-degree recklessly endangering safety.
It details what led up to the shooting near 91st Street and Mill Road about 1 p.m. and then the Amber Alert.
When officers got to the scene, they found Sierra Robinson shot in the chest, cheek and wrist. She died at the scene. Her friend was also shot but survived.
The friend told police that Robinson came from Nevada to retrieve her daughter from Higgins, who is also the father. The friend told police Robinson left Noelani with Higgins when she moved to Las Vegas, but came back to get Noelani back.
However, Robinson’s mother told our Milwaukee affiliate, WISN 12 News, Higgins took Noelani from Robinson in Las Vegas illegally.
The criminal complaint said Higgins, Sierra Robinson and her friend allegedly met up and drove around for a while. Higgins then drove them to 91st Street and Mill Road to get Noelani.
The friend said when they got out of the car, she heard Higgins swear and then heard gunshots.
She turned around and saw Higgins holding a Draco AK-style rifle with two hands shooting at her and Sierra Robinson.
The family of the friend who survived said they want Higgins to do the right thing.
“Please respect us. Respect that we’re hurting. Respect that her mom is hurting. Respect that her daughter is out here with a man that cannot be found right now, and she’s in danger, and that’s the most important thing right now even though my sister is in the hospital right now, we want this baby to be brought home safe and sound, we need her to be brought home safe and sound, that’s the most important thing right now,” said Shapayl Parker, who is the sister of the surviving shooting victim.
A man who lives near 91st Street and Mill Road said he saw the deadly shooting and was caught in the crossfire himself.
“I saw the man standing over the woman shooting, and I saw the whole thing. He was shooting at her first, approaching her, and she fell, and it was already about three-four shots into it when I looked over, and about the sixth shot that’s when I got grazed,” he said.
He said the shooter is the same guy connected to the Amber Alert, but said he did not see Noelani with the man at the time.
Police asking everyone to share that picture and are asking Higgins to drop her off somewhere safe.
