Second reform ruling a victory for Evers

(Madison, WI) -- Wisconsin Governor Tony Evers is taking another victory lap after a second judge in Madison ruled against Republican lawmakers and their December reforms. That judge Tuesday paused the December law that banned Evers or Attorney General Josh Kaul from withdrawing the state from the Obamacare lawsuit. The judge says lawmakers overstepped when it comes to the separation of powers. It's the second time a judge has paused the Republican reforms.
