Lawmakers yesterday said they plan to scrap most of the governor's proposed budget. Republicans control the legislature, but it's unclear how the governor could veto their plan. The only part of the governor's spending plan that Republicans are keeping is the proposal to raise the gas tax in Wisconsin.
