The two friends were last seen alive about 2 a.m. at the TA travel center along Highway 14 on Janesville's northeast side.
Less than 90 minutes later, they both were found shot less than a block away.
At a Monday news conference, Police Chief David Moore said the women were both alive when officers arrived on the scene, however they both died after being brought to Mercy Hospital.
"This was a particularly violent scene," Moore said.
Janesville police were called at 3:17 a.m. Monday for a report of two people down in the area of Midvale Drive and Deerfield Drive.
Moore said a car belonging to one of the women was found about 4:30 a.m. along I-90 near Hoffman Estates, Illinois, indicating the car had left the scene right after the shootings.
Moore said the women, ages 27 and 30, both had children.

Janesville police this afternoon confirmed they are investigating a double homicide.
Janesville police were called about 3:20 a.m. Monday for a report of two people down in the area of Midvale Drive and Deerfield Drive.
Police discovered the victims were women and both suffered gunshot wounds.
They were taken by ambulance to Mercy Hospital where they died as a result of their injuries.
Police are not releasing the names of either victim until the family can be notified by the Medical Examiner’s Office.

MADISON (WKOW) -- Janesville police are continuing their investigation Monday morning of a incident near Midvale Drive and Deerfield Drive.
Police currently are not releasing any information, however their is a large police presence at the scene.
The Janesville Gazette is reporting that a neighbor says police told her it was a double homicide. However that has not been confirmed.
