Madison man sentenced in crash that killed retired firefighter

MADISON (WKOW) — A Madison man convicted of killing a former Madison firefighter in a high-speed crash was sentenced to prison on Thursday.

Michael Norsetter-Shiner, 40, will serve four years in prison followed by five years of extended supervision. During the extended supervision, Norsetter-Shinner cannot operate a motor vehicle or make contact with the victim's family.

Norsetter-Shiner was racing another car and reached a top speed of 107 miles per hour on Packers Avenue in November 2023. When he reached that top speed, he hit and killed Roderick "Rick" Anderson, 77.

"I do wish that I could change places with your father," said Norsetter-Shiner at Thursday's sentencing. "I wish or I hope one day you will forgive me because I still haven't forgiven myself."

During the sentencing, Dane County Judge Mario White said the crash was not an accident or the result of distracted driving — but a choice. He said it was the consequence of reckless behavior.

"107 miles an hour... I can't even fathom going that fast on the interstate," said Dane County Judge Mario White.

White said Norsetter-Shiner has engaged in reckless behavior repeatedly. He's racked up a number of speeding citations over the years.

"This is thrill seeking behavior that anyone with your driving record would know," said White.
